Someone posted a gif of the tab groups feature in action under the last blog post and that seems to work on my end as well, except for the bar above the address bar with the bubbles. That thing is only visible for a split second when I tap on the tabs button and the tabs view loads.
It seems to not change when I enable or disable the tabs on the bottom of the screen.
Maybe it's because of the aspect ratio of my screen, my device is a bit older so it's still 16:9, not 18:9

This is called conditional tab strip. You can enable it by entering
chrome://flags/#enable-conditional-tabstripIt works only under following conditions.

Unfortunately Vivaldi navigation bar above android navigation occupies extra space. We cannot use new bubble style tab bar conveniently. Vivaldi should remove bottom navigation bar.

Well, it's enabled, it's just glitching out of existence.

If I have to choose between the bubble thingy and an address bar I can actually reach while holding my phone normally, I think the bottom navigation wins.
What I think might be cool would be if the tab groups would show up as tab groups in the tab bar one can enable and if u tap on a tab group the bubble thingy appears over the navigation bar. Atm tabs in a tab group show up as normal tabs in the tab bar.
