Can't create New Top Level Bookmark Folder

Whenever I try to create a new bookmark folder it ends up being a subfolder an existing folder. And trying to move it is also extremely difficult. I must be missing something. Can someone explain to me how to a easily create a new folder under the main bookmarks folder. Thanks.

@laingman The main bookmarks folder is the "top level." Do you want to create a new one inside it, or beside it?

I want to create a new folder inside the bookmarks folder. Not sure what you mean by "beside it" though. Thanks

In the bookmarks panel - the panel beside your main window, Right-click the bookmarks folder and select "new folder." The new folder will appear inside "Bookmarks." Either leave it there, or if you want a new top level folder (like mine, which is named "Speed Dial") Then drag the new folder straight up until it is above and outside the "Bookmarks" folder and let it go. Bingo. New Top level folder. Name it whatever you like and then, if you want, you can delete "Bookmarks."
Judging by your reply, you do not want another top level folder, but just a new folder. In that case, right-click "Bookmarks," select "New Folder," and you will get a new folder inside Bookmarks, not in any other folder.

Sorry, None of this works for me. If I right click on the bookmarks icon in the panel there is no option for new bookmark there

@laingman Not on the icon. OPEN the panel, and right-click on the folder. You will get a context menu with 24 items. The 11th item is "new folder."

I see what you are saying but it always puts the new folder inside whatever folder happens to be highlighted at the time. Then one has to try to move it which is no easy task

@laingman You said you wanted it inside the Bookmarks folder. Why is it difficult to right-click the Bookmarks folder and select "new folder?" Is it because you have a list of folders that does not include one named Bookmarks, and no visible Bookmarks folder?
And in what way is it difficult to drag a new folder up and out of the one it was created in? Just drag it up until the position line that is created during dragging, appears above the folder you are taking it out of.

@laingman If you do not, indeed, have a visible bookmarks folder, make one. Make a new folder in any existing folder, drag it up and out, and name it "Bookmarks." Then select all other folders and drag them into that one. Now you have a visible top-level folder named "Bookmarks" that you can right-click and create new folders in, to your heart's delight.
