Tab placing doesn't work properly

The issue is present for at least two updates already.
"New Tab Position: After Active Tab" setting is not respected.
New tab is opened as the last one.
After browser restart it can be shown as the first tab. (Which means it is more of a broken internal state than not respected setting.)
Manual dragging wasn't working at all before last update.
With the last update dragging does work in the tab bar but doesn't work in the Window panel (which means it doesn't work for me at all - I only use the Window panel).With hundreds of tabs this is a huge issue. I'm slowly migrating to new Edge while Vivaldi is not usable.
Update:
"Open as Background Tab" (middle click) does open new tab next to active (good),
"Open as Active Tab" - opens it as a last tab (bad).
It did work as described at some point, but then it stopped to add the new tab to the Window panel completely.
Now tabs list is only refreshed when some tab is closed...Update:

Can confirm this. Creating a new empty tabs (new tab page) will always move it to the end of my tab list.
This is very annoying as when I close that tab I expect the same behavior as usually, which is that I land on the tab I was visiting before (hence the setting "New Tab Position: After Active Tab").
I'm also on Snapshot:

I'm a bit confused that this is not a confirmed bug since it is discussed heavily for more than two weeks in the release thread already linked in the OP. -
