Periodic reload in seconds

Add ability to set custom interval and/or options down to the seconds level.

@jhale You can set a custom periodic reload by open quick commands (F2), typing "Period Reload" (no quotes), a space, and then a number.
This will set a period in minutes.
However there is no way to set in seconds for now, so I've edited the title to focus on that.

To clarify my earlier misunderstanding:
You can set an interval in seconds, but only through QC. I re-read the help page / manual. Here's what it says:
- Go to the tab you want to periodically reload;
- Open Quick Commands;
- Type “Periodic Reload” and the time interval in seconds. For example, type “Periodic reload 180” to reload the tab every 3 minutes.
Apologies for any confusion I may have caused.

The minimum is 1 minute, but other than that, as @LonM said, with Quick Commands you can set any time with a seconds accuracy as well.
For example, you can type Periodic Reload 321 and the tab will reload every 5 minutes and 21 seconds. -
@jane-n Very helpful information, but please change the 1 minute minimum to allow for shorter time frames under 1 minute. Thank you!

I think this misses the point of this feature request.
There is little point in setting a period of 5 minutes and 21 seconds. The request is clearly to set periods of less than one minute.

Great, but sometimes it crashes and I have to give ok, it looks like something cash, how do I always force the refresh at all costs?
"Confirm form resubmission" happens when you visit a page that required you to submit a web form to visit. I need bypass this popup lol. Ty guys
