Fixing regressions – Vivaldi Browser snapshot 2066.37

There is a weired change on W10 if the Vivaldi icon is fixed on the task bar. On former versions of vivaldi a new window is always "stacked" on this icon. So there is always only one icon present in the task bar. Now the first windows creats a new icon, every further vivaldi window is stacked as before. So in sum there are two icons on the bar. That is a little bit wired, because pressing the fixed icon opens a new window, but I just want change to the active window.
Is it a bug feature? Nust be changed in one of the last snapshots!?

@trojanobelix Seems a update broke something in taskbar setting.
Try: Close all Vivaldis, unpin the icon in taskbar, start vivaldi.exe from program's folder, pin the icon.

@floweringmind: I'm so glad to read this, because the only thing I miss from other browsers (eg. Opera), is the lightning UI speed ! Looking forward to 3.4

@Vivaldi-Webbrowser no problems with this build (I assume) except for the -longstanding this time- occasionally returning regression of blinking blank while opening new SD tabs. Please fix this "
