[New][Speed Dial] Drag one item onto another to create a folder with both (VB-29880)

Finally, the Express panel started working close to my ideal.
        Thank you very much!

Oh, only just noticed, thanks for the new speed dial favicon. Looking like a speed dial again instead of a Windows logo ❤

@luetage Honestly, I kinda liked the speed dial favicon introduced with 3.3. It was more rectangular and had round corners, so not very similar to the Windows logo, imo.

The tab tiling command improvements are really nice. Specially for me, since I use Quick Commands everyday.
The speed dial folder creation is nice. Not sure if it was already pointed out, but maybe adding the same control that tab stacking has (the delay to "detect" the group action) would be super.

                          Keep the good work!

Strange on macOS is that Vivaldi snapshot registered itself with macOS to be the default video player for .webm video files changing it from another program.

                            Why Open the Web?

Despite the connecting purpose of the Web, it is not entirely open to all of its users.
When used correctly, HTML documents can be displayed across platforms and devices.
However, many devices are excluded access to Web content.

@bugbuzz: I'm hoping they fix VB-71590 "I can only see tabs opened on my Android device after syncing"

i'm gonna bookmark all of my tabs and then finally close them all ^.^

On the comments for the last snapshot I wrote:

"Not sure if it started with this update or one of the last two, but (fairly recentely) if you click the down arrow in the search field (next to the address bar), the drop-down list doesn't disappear if you click away from it anymore. The address bar drop-down list still will disappear when clicking away, but the search bar stopped doing that. Pretty sure I used it within the past week, but can't be sure."

With this snapshot, it works again: clicking away from the drop-down list in the search bar closes it again.

                                      Weird bug I caught:

                                      1. Drag one Speed Dial tile over another to create a folder
                                      2. When the input becomes active, hit Escape

                                      Expected result: input being dismissed.
Actual result: folder gets moved to the trash.

                                      Does anyone else reproduce that?

Yes, but it does not surprise me. The folder needs to be created before any bookmarks can be moved to it.
