US NOAA (National Oceanographic and Atmospheric Admin) & Flash

Vivaldi newbie here, I LIKE it!!! (was running Brave).
I have for some years been performing my own validations of NOAA's forecasts by viewing their radar image "loops", which unfortunately they continue to provide via Flash animations. I have allowed flash on their site, and Vivaldi asks me to right-click and allow flash to run, but nada--the animations will not run.
I realise this is much more of a NOAA problem than a Vivaldi issue and that NOAA "will have to do something"¹ by year's end; however I was curious as to whether anyone had found a way around this.
Have I missed something, is there a flash or flash alternative extension I have failed to load?

¹ - But let's be realistic we are talking about the Federal Government, other than make sure I pay my taxes they do not feel "required" to do a damn thing. -
@cliffyk , Vivaldi for the moment should be understood with this format on the network, but I also think that, if the page is well attended by a webmaster, it will be under maintenance to change to Html5, WebGL or another, so as not to become obsolete with the dead of flash.

It took a while for me to find an actual flash page on that site, as your link just gives a "weather data temp. unavailable" image... maybe they are in the process of migrating that one?

For many of the data pages it seems the migration has been done, and they don't use Flash:

This is on Windows 10 of course, I'm sure things are different on Linux.But make sure at least your Flash plugin is updated.

Anyway I found your neighbours and they still use it:

I had removed Adobe Flash and installed the PepperFlash plugin a while ago (I had problems with it, can't remember exactly what now).
Edit: @Gwen-Dragon did have a script for Flash, but I'm unsure if it is still valid.

And under site settings (clicking the lock icon in url field) Flash is set to ALLOW -
