Suddenly since today crash on startup with Solution

Yesterday everything worked fine, but today I was unable to start Vivaldi. It just disappeard.
With windbg I could see that a "Unhandled exception at 0x00007FFE6B72A799 (KernelBase.dll) in vivaldi.exe: 0xC06D007E: Module not found (parameters: 0x000000D5259FDBB0)" was thrown, but could not find out which dll it was missing. Even sysinternals process monitor did not help at first.
I then tried some older versions, moved away the UserData-Directory ini the vivalid appdata folder, but without success.
The I upgraded windows to 2004, but the error remained. But now I started to see missing file logs in process monitor MFPlat.dll and some others belonging to Windows Media Foundation. I recalled that i might have installed windows 10 N (featuring an missing Windows Media Player)
I then tried to install Windows Media Foundation but the msu File did not apply at windows 10 release 2004. But there is an windows 10 optional feature (new dialog) named "Media Feature Pack".
After installing this, Vivaldi started again
Maybe this will save somebody else hours of troubleshooting

There were issues in Win10 with HEVC.
MS was to have provided a fix but I didn't get it (?!).
Still running Windows 10 OS Version 1909 (Build 18363.900) so I had to uninstall HEVC.
Not sure if our issues are related...
I don't think this affect V that way, these are just outdated CODECs. -
