Is anyone else having issues with the bottom bar on tablets?

My bottom bar doesn't initially show up in portrait; I first need to rotate to landscape, then to return to portrait, and then it shows up.

Furthermore, I cannot get the bottom toolbar to show up in landscape mode whatsoever.
