If one enables Biscuit Mode by entering a dog_face icon in the Settings search field, there is a checkbox for Upgrade Bookmarks Every Startup.

What does this do?

@Pesala I am not 100% sure, but I think it was added to help test the bug with default bookmarks being re-added / duped that appeared several versions ago.
