re Vivaldi 2.10, Kubuntu 19.04. I never use password sync - why give away my passwords?
After upgrading to Vivaldi 2.10, ALL passwords disappeared.
(1) The first problem was zero passwords, which meant I had to enter a password continually for all pages for all tabs for all sessions. This is alleviated somewhat by ensuring Vivaldi cookies are set to 'collect all cookies' and NEVER deleting them.
(2) In privacy settings, the 'save webpage passwords' is checked, but NO passwords are displayed as saved.
(3) For SOME pages, despite no password shown as saved, Vivaldi will somehow read a password file from somewhere, and allow me to login to the page without manually entering the password.
(4) The Keyring manager (kwallet) show no entry for Vivaldi, which means Vivaldi is not accessing the keyring to read stored passwords.Frankly, such problems are inexcusable. 'Bugs' like these should be tested and resolved diligently before releasing an update. It's pure negligence. Offering an 'update' without warning users for known bugs, and their system may be thereby broken, borders upon sinister. Such a pity, too, for Vivaldi was developing into a great browser. I know I can go back to a prior version, but this means a complete install and perhaps days of time to recover.
So, goodbye Vivaldi.

Why trust anyone? Conspiracy? Your are allowed to encrypt your data twice and are in total control. But heck if nobody else can read my data and communicates that as well as a fact, why the heck .. better sent my data to FF or anyone else who can market them without your consent? Feel free, use another browser if you trust them more. Freedom of choice, undetected, means more than this, it's up to you.

Unbelievable for me. There is a entry Chrome Keys for the encryption hash created by Vivaldi Stable in the kwallet.
That works on my Debian 10.2 x64 KDE 5 Plasma (5.54.0) with kwallet (18.04.1). Tested with same password for wallet as login and a different one.Based on your response, could it be that the OP didn't notice the entry because they were looking for Vivaldi, but they are actually in Chrome Keys?

The key you mention is for the sync function to a remote server. It is NOT for passwords stored locally.
The kwallet entry you mention is denoted 'chrome' but should be 'chromium', as vivaldi is supposed to be based upon chromium.
Local passwords are managed by the keyring. The keyring has a tab to show which apps have access. No entry is shown for chrome, chromium, or vivaldi.
The core issue is vivaldi does not access the keyring and thus does not access local passwords. The reason for this is the dependency upon chromium. Vivaldi is simply a wrapper, a layer on top of chromium/chrome: not a an engine. A pity, for vivaldi has great potential.
To the other parties here: if you have no solution, you should not post your opinions, lest you continue to degrade this forum.

Would you please let us know if you at any given time downgraded Vivaldi?

If not, which version were you updating from?
Do you use any extensions? And if yes, which ones?As several users are hitting this issue any information we can gather to help us reproduce it, will also help us to fix it. Thanks in advance for your help.
Lastly indeed the current workaround to solve this issue is using Vivaldi sync and nicely described here by @vankom :
If you have sync enabled, try this:
(My installed version with passwords was Vivaldi.2.9.1675.11)
- make backup "%LOCALAPPDATA%\Vivaldi"
- delete files from your profile on windows the path looks as follow:
"%LOCALAPPDATA%\Vivaldi\User Data\Default\Login Data"
"%LOCALAPPDATA%\Vivaldi\User Data\Default\Login Data-journal"
(To see the path to your profile on macOS and linux please Visit "About Vivaldi" in top menu and it is shown at the last line) - install latest snapshot (64 or 32 bit)
- check passwords
It worked for me. Sync enabled is important.

Since you have requested data on this problem, I will add mine here, since I had this problem with Mint 20.0 and have reproduced it with Mint 20.1.
Using Linux Mint 20.1, Ulyssa, clean install about a month ago.
I had this problem with Vivaldi on Mint 20.0 (upgrade from 19.3) and lack of passwords and logins in Vivaldi was one of the reasons I did a clean install. At first, no problem. Vivaldi was once again storing my passwords and entering them for logins. Hooray!
Then suddenly about a week ago they all just disappeared. Vivaldi still asks me when I log in if I want to save the passwords and login info (unlike when I was using Mint 20.0), but when I check my "saved" passwords and logins, Vivaldi tells me I don't have any.
Extensions used: Joplin Web Clipper, LINE app, NordVPN, Jitsi Meetings, social fixer for fb, XDM download manager, and TabCopy. -
