Why must Speed Dial be on the Bookmarks Bar?

In order for Speed Dial to function as such, it must be on the Bookmarks Bar. Why? Why can it not be moved to be its own separate root folder? If it is moved to Other Bookmarks, the start page no longer functions like a speed dial, and that seems to be the only other place where it can be moved.

@Streptococcus Any folder in any location can be designated as "Speed Dial," and will work as such. There is no requirement that said folder has to also be included within the folder that has been designated to be shown on the Bookmarks Bar. I can't seem to understand exactly what difficulty you are having. I can't make sense of the phrase, "the start page no longer functions like a speed dial."

If I move "Speed Dial" to any other location, I no longer get the shortcuts on the start page. The only other place I can move it to is one of the folders under "Bookmarks" or to "Other Bookmarks". If I do that, the start page loses its shortcuts. Why can Speed Dial not be its own hierarchy? If I could move it outside the other main groups and by itself, maybe that would work, but I cannot do that.

as @Ayespy mentioned, you can set a folder to a bookmarksbar and another one as speeddialfolder. open the bookmarksmanager or the bookmarkspanel and set the option at the bottom -
@Streptococcus All folders can be dragged and dropped wherever you wish using the Bookmarks Panel or Bookmarks Manager Tab. The screen shot shows my speed dial folder being dropped at the top of the root folder, about the Bookmark Bar.
Right-click on any folder, including the Speed Dial folder, to select Use as Speed Dial.

So the boxes have to be checked for Speed Dial and Bookmark Bar. I guess my attempts to make the main Bookmarks menu more compact with fewer subdirectories was pointless. Thanks. I have the bookmarks bar the way I want it now.
