Unable attach files with cyrillic, japanese, chinese names

Hello!
I just installed Vivaldi on Debian 10 with KDE and get problem - I can't attach any file on different web pages. Some sites say "Something went wrong" others attach file with no name and zero size.
Checked Mozilla - it works fine.Is it a bug or some permissions problem?

Please describe the issue precisely step by step to reproduce this.

Important correction:
Unable attach files with cyrillic, japaneese, chineese names
And I believe with other non-latin names.To reproduce this error:
- Get any file. Rename it using any online translator to any chineese word
- Open any web mail website and try to upload file to attach to mail

Open any web mail website and try to upload file to attach to mailI tested 2.9.1705.41 Stable on Windows 10 at https://imap.vivaldi.net/webmail/ , uploaded by Dr&Drop and opened with Dolphin's file open dialog a file with name
æ±‰å—æ¼¢å—.pl
. And works same nice on Horde Webmail.
Works on Debian 10.1 with KDE5 Plasma, too.

@eldarado If you do not tell ins some steps how i can reproduce this, i can not help you.

I tested some Linux distros:
- Mint Cinnamon - works fine
- Mint Xfce - works fine
- Neon KDE - FAIL
- Debian Xfce - works fine
- Debian KDE - FAIL
Also I tested Chromium browser - same results.
So I think it's some kind of incompatibility between KDE and Chromium engine.

@eldarado I told you i can not reproduce it on Debian 10.1 KDE 5 Plasma.
You should:
- tell more about your Linux and Desktop version
- describe step by step or in a screen recording how we can reproduce this

I think it's not just Vivaldi's bug. But some kind of incompatibility with KDE

Works for me to add chinese, russian or greek filename as attachment in GMail with Vivaldi on my Debian 10.1.

Look like some problem on user's Debian as i can not reproduce the issue on my KDE 5 Plasma.
But i have not a kazakh language Debian, mine has a German UI.

@eldarado Try with a test profile (without changing any settings!) for check if settings or extensions may cause this.

It's weird thing. I tested it on a clean KDE's Neon with english-only locale and fresh Vivaldi installation - files failed to attach.
Also I tested it with clean Chromium and it failed too.
So I think it's not a Vivaldi's fault.
