It seems to be a draw order problem (drawing the tooltip before the windows).
Could it be related to having Aero turned off on my computer?Nothing like this ever happened before this update... but I hadn't updated Vivaldi since version 2.1 or so, so this might have been around for a while

A couple of things. I've seen similar behavior, never with Vivaldi though, where tooltips would either be drawn behind other windows, or be stuck above all windows (even when in fullscreen mode for video playback). I would have to go hunting for whatever app drew the tooltip and get it to draw a new one to make the old one disappear. The issue ended up being related to video drivers, so you might want to see if you're on the latest, and uninstall/reinstall if so.
And about your extensions. If you run uBlock Origin correctly then there is no need for Ghostery - in fact using it in addition is only making you easier to track bids other means. If you want additional protection, give uMatrix a look - it is designed to compliment UBO, but it OS definitely for advanced users and takes some effort on the part of the user to get it fully configured for their needs.

In answer to @MiauFrito I did not supply the direct link to the flag because I was not the original person supplying the details of the flag and did not want to supply the link myself because I have no idea about the inner workings of Chromium, and I have no idea of any side effects (however minimal) of using it. Hence my request that you find it yourself !That is my logic. Anyways the moderator has now posted it here.
Cool, I had actually thought there might have been something preventing you from doing so... some policy on the other forum or whatever. Just FYI, Opera on Android is using Chromium as well. I believe they are on 74 while Vivaldi is on 76, but I don't have Opera installed so I cannot verify beyond what's on its page.

Question, though - at some point when the bug gets fixed, how important is it to remember to reset the flag?

It's not important. Flags come and go in Chromium. But you can try once in a while, see how it goes, doesn't take too long to test

With the latest snapshot 2.9.1699.4 tooltips are stable again so the flag might be irrelevant now

It's not important. Flags come and go in Chromium. But you can try once in a while, see how it goes, doesn't take too long to test
I wasn't asking because it takes long, just because I have no idea if a manually-changed flag setting could ever cause a problem. I gather it won't - that's good to know.
