Option to automatically hibernate selected extensions

Add an option to automatically hibernate extensions when not in use. For example, certain extensions are only used when you actually click on them. With that option turned on in the settings of the extension, it won't consume as much resources and won't spy on you when you closed its menu.

@dannyswift Chrome should automatically hibernate extensions if they're not in use, except for "persistent" background extensions.
As for your request, you can set this behaviour yourself:
- Go to
vivaldi://extensions
- Find an extension you want to limit to work on click only
- click "details"
- Scroll until you find the "Site access" choice:
- Set it to "on click"
Then, that extension will only activate when you click it's button.
