menu bar entries do not open on mouse over (was: tool bar)

Up on the top (I'll call it the Toolbar) where File / Edit / View / Bookmarks / Tools / Window / Help are shown.
Let's say I click on File and what's there shows up under File. I'm wondering why it is that as one slides the mouse over to Edit, everything under Edit doesn't show up unless one clicks on it.
At the top of this forum page, where Features / Download / News etc is, if one hovers the mouse over those, they automatically open up. Shouldn't this be a feature added to Vivaldi itself? Or is there a way to get this Browser to actually do that?

I can not reproduce it. Hovering the mouse over any option displays the menu

Hovering the mouse over it here does nothing. If I click on File for example, it will display everything there is under File. But moving the mouse over to Edit, nothing happens other than the File continues to display its contents. To open up Edit and see its contents, I have to click on Edit. That you are not experiencing that, tells me there is something weird on this machine or in the setup maybe that's causing that. Any ideas?

Seeing your whole post, I have to edit. So you are saying then, it is an issue, correct? Who do we report this to or is there anyone to report it to since it is opened source?

You reported an unusual behavior regarding to the Main Menus. I could not reproduce.

You can file a bug report, you will be giving a number (VB-xxxxxxx), please, post the number here for our follow up.
Btw: Vivaldi is not Open Source

As to Vivaldi being open source, that of course is a mistake on my part. I thought I had read that somewhere but obviously I am wrong. I shall indeed post the number up here for you to follow up. Thanks so much for your help. -

It's important to delete all Vivaldi folders before reinstalling. Why? The new install will inherit data from the previous installation.

Not really. Vivaldi uses some Open Sources software:)

I hadn't reinstalled Vivaldi on this system but on another computer where it had not been installed before. Sorry for the confusion.

@Andoheb This is a very old issue, and not a bug strictly speaking. It just has not been implemented yet to behave like most programs' menu bar.
Vote for Pull Down Menus on Hover
You can avoid the problem by turning off the menu bar. Selection of menus works as expected on the Browser Button menu.
