Posting/replying: Window layout changes (Vivaldi, Firefox), obscuring Submit button/preview

I can't reply in this forum 'cos I only see the text window fullscreen, without a resize handle, preview or Submit button...
The rest of the UI is actually there... when I go to fullscreen mode (F11), it magically appears.

Posting problem solved....
... temporarily. I can post in fullscreen, but as soon as I go back to windowed mode ... (the buttons in the left/right corners do nothing)
And now in Firefox, too! This forum is broken! ...
... actually, no. I accidentally closed this tab, reloaded the page in a new tab (my typed text was still there) - and suddenly everything is back to normal.
It comes and it goes... urgh.
I've noticed this same UI change happens when the tab gets very narrow (caused by opening bookmarks panel in Firefox, not Vivaldi).
Could it be an issue with determining the correct window size?

@meOnlyMe The green buttons are there in your screenshot X and > to discard or submit.
The Window is not wide enough at the current zoom to show the side-by-side preview.

The first screenshot shows fullscreen view (2560x1440), "normal" size (screenhots 2-3) is about half that. So the window should be plenty wide enough.
And as I said, clicking the green buttons didn't do anything noticeable... well, it did discard the post, that worked! (Mystery meat navigation)
Possible causes:
- Third party scripts/cookies/content is blocked, 3rd party cookies get cleared every 30 minutes
- uMatrix hides blacklisted elements (don't think I have blacklisted anything; no blocklists loaded in uMatrix)
- Zooming in/out with mouse wheel - I just did, it changed the UI and I could submit my changes ('>' symbol right top corner) - that didn't work previously
