Weird error that all my downloads get "Stopped"

I have been experiencing this exact same bug but only very recently. Possibly since a Windows 10 upgrade 2 weeks ago from 1803 to 1903 (May 2019 Update). All downloads are now "stopped". Downloads still work fine in Chrome, so I can't see how this relates to PC-wide internet settings. I always download to C:\Users\andrew\Desktop. I tried the suggested workaround of control panel > Internet Options > Internet > Launching apps: Enable (default was prompt?) but this made no difference. When I change the download folder to C:\Users\andrew\Downloads Vivaldi can now download again. From Windows Explorer I can create/ rename/ delete files on the desktop, and security properties for C:\Users\andrew\Desktop shows I have full admin rights. So why is the behavior different between Vivaldi & Chrome?

@andrewheard It may relate to Windows or any 3rd party security app on your machine labeling Vivaldi as an app that can't be "trusted."

Thanks @Ayespy. Maybe, but why has it changed in last 2 weeks, and why is Vivaldi now treated differently to Chrome? I don't have any 3rd party security programs. I found that printing to a PDF file in the desktop folder now has the same issues, so now have to print to downloads folder as well.

@andrewheard You would have to ask whoever is doing the blocking why they can't tell Vivaldi is still Vivaldi. Any number of security programs or security protocols from time to time treat Vivaldi as though it is a new and untrusted program, just because it updated. ONE of the reasons for this is that people who write these programs and protocols never heard of Vivaldi and don't even know it's a browser. Hence, it's a "new and suspicious program trying to access the internet." And they block it. Well-known browsers or close chrome knock-offs don't suffer this fate, because the authors of security software literally write provisions into their code to give special consideration to known browsers, and to not use heuristic-based detection techniques on them.
Edit: I should mention that in four and a half years of using multiple instances of Vivaldi on multiple machines, I have never had this happen to me. Solutions that have worked for people who did have it have ranged from white-listing Vivaldi with their AV or firewall, switching to another AV program, fixing proxy or DNS problems on their machine, changing their download settings so that they have a proper default folder (a nonexistent default folder address will do this), updating Windows, uninstalling and scrubbing all traces of Vivaldi from registry and reinstalling it, or even as simple as refreshing their profile.

Thanks but it seems odd. It's plain stock standard vanilla Windows, no other security programs. Therefore odd that no significant number of Vivaldi users are reporting this issue.

@andrewheard Over the past four and a half years, yours is about the sixth report I have seen. At least two of them were cured by properly assigning a default download folder. I also use vanilla Win10, and nothing else.

I'm glad I found this thread. My downloads begin to work again when I changed the folder back to the default windows download folder. I started to have this problem when I downloaded something month ago to another folder and didn't realize this would automatically stop my downloads.
I didn't mean to bump this thread but I spent weeks scratching my head on why its only Vivaldi that is stopping me from downloading anything until I've searched keyword on the forums to find a solution.

@cortezdjesse My default download folder is my desktop. The key is that one's default download folder has to actually exist, and has to be a folder that one's profile has the access permissions to write to it.

Thank you for this, i had the same problem for almost a year now with any Chromium based browsers (Opera, Vivaldi, ...) other browsers were working fine and it drove me nuts.
This setup got rid of the problem, it also works if you choose Prompt (the recommended option), i never get prompted for anything and download works perfectly. -

Actually I hate to dig out old threads... but this one is indeed the only one I was able to find on the net for this very problem...
It's the same problem for me, be it here in the office or at home... most downloads do work, but even downloading a simple PDF from a parcel service results in opening the download side panel and nothing happens.
I switched to Opera for quite a long time because from time to time Vivaldi refused to download, but tried Vivaldi again from time to time.
Now, that I found this thread, I hope there are others out there with the same problem and probably a solution.
I ran Vivaldi as Admin, I changed the Download-folder (to c:\downloads and then back to my standard profile-folder), uninstalled Vivaldi, installed it - no way.
Certain downloads do not work, others do: right this morning I downloaded several (big zipped) files from Google-Drive with no problem.
Now, I wanted to download a PDF from the parcel-service and... nothing (see above).System: Windows 10, 21H1, i5-processor with 8 Gigs of RAM. Avast antivirus running in the background.
I would really like to be Vivaldi my "last and forever browser" but this download issue keeps me from that... this is really annoying.
Could somebody help me with this - please?
