Make the sidebar not pop up when pressing keybinds

Make the sidebar not pop up when pressing keybinds to access its submenus (like in Firefox) and add more keybinds for said submenus for a complete mouse-free experience.

@dannyswift I would be happy if the Panel Toolbar closed when the shortcut was pressed again — I use F4 then click the icon to switch panels, but I would to use specific shortcuts for specific panels if the Panel Toolbar toggled off.
