@Ornorm If you have a backup you can still pull the gif out of the application contents and save it elsewhere to load it into Vivaldi as custom speed dial. I think Vivaldi also has old versions of the application as download, which all feature the gif.

I'm noticing it's rather difficult, though not impossible, to resize the docked dev tools. I first have to drag down, then I can drag up.

When downloading a file, choosing "Save As" does not work. Vivaldi will automatically download to default location listed in settings regardless of choice.
I found a workaround for this by removing any default location listed in Settings\Downloads\Download Location. After removing location listed there, "Save As" works as normal (of course the "Save" option breaks as a result).
Running Vivaldi x64 on Windows 10 1809. -
@NsLeifson Do you have any of the checkboxes checked other than "notify on completed?" I've not seen the symptom you describe, but I have nothing checked.

Is it possible for start page to open up from the last opened speed dial folder? It keep resetting and opening up from the first folder in the alphabet

@archive1 There is no way at present to change which folder the system opens by default, when you have multiple speed dials set - so far as I know. Certainly, it cannot presently be set to open with the last one you had open.
Mine opens by default, the one I have labeled "Speed Dial." But that is the only top-level folder I have. All my other speed dial folders are ones that exist within that one, though they all precede it in the alphabet.

@jacekn: In another post below (search for my name) I explain a bit about why deleted data may show up again. To test what impact sync has I guess the easiest is to disable networking and start (as always, have a full backup of the profile if experimenting).

for me but can't be accessed from the download panel, as Vivaldi doesn't even know where the file is -
@Ayespy nothing checked apart notification, and even checking/unchecking them nothing changes

left click on any of the download links and try "save as", it doesn't show the download dir requester. "Open" also doesn't trigger the associated program, just saves in default dir.
It only shows when you right click and save link as. -
@iAN-CooG Aha! Curious. Never seen anything like that. It downloaded silently to my default directory.

@iAN-CooG No such issue here. All checkboxes are cleared in Settings, Downloads.

@Pesala and selecting "save as" does vivaldi pop up the the directory requester and you can save somewhere else than default location?

@iAN-CooG No it doesn't. It just saves to downloads.
It works OK in Vivaldi 2.4 Stable build.
