New Tab Load Time
I'd be really happy with Vivaldi if new tabs didn't take from 5 to 20 seconds to start to load. By "start to load" I mean the time from entering an address to Vivaldi loading anything from the server.
This issue is reproducible with any website and does not occur with any other browser (Chrome, Firefox, Opera, Edge).
It occurs either when a new tab/page is opened and an address is entered manually, or when a new tab/page is opened and a search is performed, or when a link is opened as a new tab/page.
When a link on a website is clicked to be opened in the same tab, the problem does not occur. On the system I'm currently on (some HP laptop with KDE Neon) it doesn't occur either.
Windows 10 Professional 64bit
Ryzen 5 2600, 16 GB RAM, SSD
Vivaldi 2.3 64bit, no extensions installed, sync enabled
Trend Micro Internet Security 2019 (<- could this be the culprit?)

@kraligor Can't reproduce this problem, and my system is weaker than yours. Yes, Trend Micro could absolutely be the culprit. Have you tried whitelisting Vivaldi?
@Ayespy Okay, it gets a bit weird now. I whitelisted it in Trendmicro, and it all was fine. Then I de-whitelisted it, to counter-check, and it still was fine. So it might just have been some hickup.
