Remember Default Save Format

This is a small one, I like to save as "Webpage, Complete", this used to be the default when you save page, not it is "Webpage, Single File".
Is it possible to change the default?

@Pesala: It used to work for quite some time, but it looks as if 2.3 re-introduced this problem. My 2.3.1440.48 (Stable channel) (32-bit) on Windows always defaults to .mhtml
