Opening PDFs from a link will never finish loading

I've noticed with the most recent 2.3 update that sometimes when I open a PDF from a link (e.g.,
www.example.com/pdf/example.pdf) the page never finishes loading. I'm a college student so I open a lot of PDFs. It also doesn't happen all the time either. I'll list my OS and Vivaldi version below. Has anyone else had this issue or is it just me?
Vivaldi Version: 2.3.1440.41 (Stable channel) (32-bit)
OS: Windows 10
Do you use extensions? Sometimes Privacy Badger or uBlockOrigin cause this never-ending load with internal PDF viewer (is a bug).

@Gwen-Dragon Welp I use both of those, so maybe that's the case. Is it a recent bug? I remember only noticing this loading issue recently.

Since 2.3 Stable.
The issue is present in the latest Snapshot (2.4.1455.4, x64, W10, no extensions), it happens with regular PDFs. Although the loading never finishes, the file seems to be downloaded completely... Is it in the bug tracker yet?

Something worth noting about this issue (hopefully the underlying cause is fixed soon...):
Local PDFs that are opened, that get stuck in a "always loading" state, seem to eventually crash the tab (showing a "dead bird" icon). If you try and close such tabs to re-open them, it causes the whole browser to crash.
