More resources friendly Animate image loading behavior

Animated image are cool, but they can be very resources taxing & freeze up the browser when the actions getting too intensive. These are my suggestions for improving browser performance when loading animated images on pageload.

Delay animation until image is completely downloaded.
Why playing choppy animation images when downloading 'em? It's unpleasant to watch & very resources taxing, it should be delay until it's fully downloaded. -
Option to skip/block large file size animated image on pageload.
Similar to uBlock Origin, allow user defined media size to be block on pageload, & display image file size in the placeholder. Then allow user to download it on demand by click on LOAD icon in the placeholder & display a PLAY icon when it's completed. Maybe only download a preview image for placeholder?

Some of u might think today Internet are so fast, this is just a nonsense request. But unfortunately as of now majority of Internet user are still stuck with low speed & limited data capped Internet. These feature will allow us to browse more with better experience under slow & limited bandwidth.Thank you for your understanding & all the support.
