Show Bookmarks Bar When Hovering on Address Bar

Add an option for the bookmarks bar to autohide and then reveal itself when the mouse cursor is moved over the address bar area. This would offer the advantage of the bookmarks bar (which can be much faster than just using the bookmarks panel), while keeping it hidden most of the time.
