Import Bookmarks on Settings Dialogue

The first related places to look for features related to bookmarks would be the main Bookmarks tab and the Settings->Bookmarks tab so I propose a small hyperlink that redirects to the Import Bookmarks dialog on the settings.

@tomasantunes There is a case to be made for import/export to be available on the Bookmarks Tab (import is already there) and on the Bookmarks Panel.
I don't think there is any good reason to put it on the Settings Dialogue.
The obvious place to look if you cannot find it is in Help
