Default Button for Downloads should be "Save as"

Currently when I download something the default button on the download dialog is "save". This is confusing behaviour as one would expect (from experience with other browsers) that just pressing enter until all dialogs are closed would save to the previous download location, not to the downloads folder (/ default download location).
I never used that option but I suspect this wouldn't interfere with the "always download to the default location" option as the dialog with the "save" and "save as" button wouldn't even show up if that was used.

Personally I prefer the current behaviour. I almost always use 'save', which puts the file on the desktop for me.

Why not add option to make it remember last selection behavior? That way everyone wins.

But, that's because you always save your downloads to your Desktop. In such a case as yours, probably you wouldn't need this dialogue in the first place. You click on a "download" menu item and Vivalid saves it to your Desktop without showing this dialogue.
The annoying thing in the current behavior is that Vivaldi remembers the previous download location (which is nice!) and defaults to it (which is annoying).
For this reason, I often end up searching my whole disk to locate the file I've just downloaded. I'm not making this up.
It would be nice if "Save as" were the default when the previous location is different from my default download folder.

@ryofurue You mean that "Save" saves the file to the last download location? IIRC it always saves to the Desktop to me, even if I used "Save As" previously to change to a different location.

I'm sorry that I was confused! You are right the "Save" button of the download dialogue always saves it to my default download folder.
My problem stems from other dialogues:
- "Save image as" context-menu item.
- "Save link as" context-menu item.
- The "Download" button of the built-in PDF viewer.
All these dialogues default to the last download location, which actually causes me to look for what I've just downloaded!
What I'm asking for may look stupid, because I'm invoking the "Save as" dialogue in the first place. But, what I'm asking for is that I want the "Save" behavior for all the above three situations, not "Save as" behavior. I just want to select "Save image", "Save link", or "Download" and hit the return key to get it in my default download folder.
Currently, I instinctively (automatically) hit the return key and lose what I've just downloaded.

I too find the download options rather strange. I don't see any need for the "save as" option.
Behaviour should be based on what is specified in settings.
If you tick "Save files to default location without asking", then that's where they should always go. If that option isn't ticked, then save should prompt to save in your specified download location, but give you the option to change it. Simple.
I put different downloads in different locations and it is all too easy to pick save instead of save as because the focus is on it.
