When fullscreened, Vivaldi resizes window when moving mouse to top of screen

I've been having this issue for a while now, and it also happens on my other browser. Basically, when I fullscreen Vivaldi, It takes up the whole screen, hiding the menu bar (the thing at the top with the time and battery percentage and stuff). When I move my mouse to reveal the menu bar, vivaldi shrinks in height, to accommodate for the menu bar, and for the other gray bar. I want the menu bar and the other grey bar to just overlay on top of Vivaldi, and for Vivaldi to stay the same size. I've tried using/not using the native window stuff, and it doesn't help.
If anyone else has this problem or could help, that would be greatly appreciated. Thanks!

@Flipkidd What if you zoom (maximize) the window rather than putting Vivaldi into fullscreen mode? You can do this easily by holding down the Option key while clicking green ("traffic light") window control control button.

@xyzzy This does work, but I prefer having my applications as separate fullscreen windows, and I also don't like that the menu bar is shown.
This leads me to another solution though. I could hide to menu bar on my desktop through system preferences, and put all of my windows on separate desktops.
I'll try it out for a few days and see if it works well.
