I use private windows a lot and am lazy to have to switch to a regular window to view extension pages for extensions with incognito manifest key "spanning" (which is what most extensions use), so I set up commonly-used extension pages as web panels. I also use web panels a lot for websites that I wanted to be able to easily have at hand logged into in every window, whether regular or private (e.g. WhatsApp, Slack).

Everything worked perfectly up to 1.15 Stable. Now that in 2.0 web panels in private windows have a private context, this breaks my workflow completely and makes the majority of my web panels unusable in private windows or useless: extension pages of extensions with incognito manifest key "spanning" say "Aborted" in web panels in private windows, and if I have to sign in when using web panels in a private window to view WhatsApp or Slack every time, then it's more convenient for me to switch to a regular window and just have them as pinned tabs.

I understand that some people may want web panels in private window to have a private context, but considering that it was working perfectly for me previously but breaks my workflow completely now, I was wondering if it would be possible to make both options — web panels in private window have public context vs private context — available to choose between. This would be very much appreciated!

//MODEDIT: Added paragraphs, shortened the title, (originally: "Option to choose between 1.15 setting of web panels in private windows having public context vs 2.0 setting of private context")

I ran into the same problem.
I added Bitwarden (password manager like lastpass) to web panel and it looks perfect there. Much more useful than before. I checked "Allow in incognito" in extension settings.
But in private mode this web panel does not work.
In the header i see "Aborted".
        Developer console shows (blocked:other) status.
Please fix this or add an option to enable this.

Maybe you can allow to share a context for extensions with checked "Allow in incognito".
