Disappearing scroll bars on some web pages

On some articles on Washington Post's site, there is no scroll bar, so it becomes very difficult to read an entire article.
For example, I surf to https://www.washingtonpost.com/ , right-click Mark Zuckerbergs' "Protecting democracy is an arms race. Here's how Facebook can help." article that's on the front page right now, and select "Open Link in Private Window". After clicking through the cookie and GDPR stuff the article loads, but when the page is finished loading the scroll bar disappears.
So I can read the beginning of the article. To read more I hit F5, and try to time my PageDown button press so I can read further. That's repeated until I reach the end. Extremely annoying.
This started happening a few weeks ago. It's not all articles, but a lot of them. For example, the "How to get your financial house in order before you die" article, also on the front page right now, still has a scroll bar after it's finished loading.
Anyone else experiencing this? Any known fixes?
