Closed Tabs still open in "Startup with Last Session"

I haven't submitted a bug report for this because I would first like to figure out some exact steps to allow it to be reproduced. This has been happening for a long time (at least going back a couple of versions) and I haven't been able to figure it out.
Unfortunately, because it happens so intermittently, I can't tell if disabling extensions or a new profile actually fixes it.
What happens is:
- I am browsing as normal
- I close some tabs, open some new ones, etc.
- At some point I close my browser
- When I next open the browser, all my tabs from the last session are visible (as expected), but there are additionally some tabs that I recently closed
I've tried all sorts of combinations or hibernating tabs, stacking them, windows, all with no luck. The only thing I can think of that might help would be to somehow have a log of everything that the browser does, to somehow figure out why it wasn't recording that a tab was closed, or to somehow know in what file I should be looking to confirm if a tab is closed.
If anyone has any experience with this kind of bug, or any suggestions on how to go about trying to reproduce it, I would welcome them.

@lonm If you use a lot of tabs, you may have to physically go into task manager and close all Vivaldi processes after shutdown to prevent this.
Zombie tabs and failure to fully shut down and failure to save session when using over 30-40 tabs is a bug that has been devilishly hard to kill.
Now if you are using any kind of tab-related extension, then the cause for this might not be Vivaldi.

@ayespy Those are good Points.
I rarely every have more than 10 tabs at a time, so I'll do a deeper examination of my extensions.
I'll also keep process explorer open to see if the processes are being closed properly.

According to the task manager, it seems that all the tabs are closing appropriately. I shall do more investigation looking at disabling extensions to see if this solves the issue.
UPDATE: I can confirm this isn't because of any mods, and so is probably being caused by an extension. I will now need to do the whole one-by-one thing to figure out which.
UPDATE 2: I can confirm it still happens with extensions disabled as well. Perhaps it is profile related?
