Check for New Page on Reload

Workaround for a defect in Chromium with a corrupted cache that breaks pages
Internet Explorer has a setting that is immune from this bug, and it is "Always check for new versions of the page on load."
Vivaldi sufferers from the bug of having a corrupted cache break pages.
An example is from this forum post https://forum.vivaldi.net/topic/29117/outlook-com-issues
The shift reload is something I learned years ago around Opera 11.x. and it tells the browser to reload the page and not use the cache. For that user, a corrupted cache for just Outlook was breaking the page.Should have an option to check for a new version of a page on every load as this avoids breaking pages due to corrupted cache.
