Option To Replace Hide/Show Panels with Panel Toggles

With only the default panels, the toggle bar has a lot of wasted space. The bar also competes for valuable horizontal space.
If the panel toggles were instead to replace the hide/show panels button:

1. fewer steps to get to your desired panel
2. can still hide panels by clicking the active toggle
3. settings button always visible
4. can have more toggles visible (screen width > height)
5. toggles no longer take up screen edge space (easiest spots to reach with your cursor, and therefore most valuable) when window is maximized

It would also be more aesthetically pleasing, in my opinion.
