Panels: Activation Semantics Instead of Toggling

My request is for an additional setting that will allow me to use my chosen shortcut to show/activate panels (for instance, the Bookmarks panel) instead of toggling it on/off.
What happens today:
- No panels are shown (or the Window panel is shown).
- I press Ctrl+1 which is my shortcut for the Bookmarks panel -> the panel is activated.
- I press Ctrl+1 again -> the panel is hidden.
What I'd like to be able to achieve:
- No panels are shown (or the Window panel is shown).
- I press Ctrl+1 which is my shortcut for the Bookmarks panel -> the panel is activated.
- I press Ctrl+1 again -> nothing happens.
The meaning of the Ctrl+1 would then simply be "show me the Bookmarks panel" instead of "toggle the Bookmarks panel on/off". More generally, the shortcut to a panel should be a no-op when the panel is already visible. I have F4 to toggle panels on/off.
