Media player sites (instagram, youtube, soundcloud, etc) not working (Windows 10 N 64 bit)

this is the kind of stuff I get if I try to play a youtube video. sometimes, a video will work, sometimes it won't. I was on the latest build, stuff didn't work, so now I am on the latest weekly build, and it still didn't help. running most recent version of windows 10, 64-bit (using 64-bit vivaldi, too). Any way to fix it? i tried disabling all my addons.

@kittyonfyre Disabling extensions ("addons") and 3rd party security apps is often not adequate. To pinpoint the cause of the disturbance, they frequently have to be removed altogether. "disabling" them often does not stop their background activity.
That said, literally everything you are having trouble with works smoothly and without issues here.
What version are you on, what platform are you on, and what extensions do you use?
1.15.1094.3 (Official Build) (64-bit)
windows 10 pro N vers 1709
privacy badger, ublock origin, instagram controls, and reddit enhancement suite are my addons. i will try removing them in a minute here.
@Ayespy it still happens, even after removing all my extensions, closing and reopening the browser. hmmm. should I roll back to 1.14? it didn't work then, either though...
@kittyonfyre Have you had any recent Windows updates? Is it possible you need (and don't have) the Windows 10 media pack?
Windwo 10 N does not have complete codecs packages.
Please install the Media Feature Pack.
awesome, fixed it. not sure why I had to do that though, never had to in the past. guess it was the windows update mucking something up?
