Cursor offset after following link that opens new tab/window

I noticed that after opening a link that opens a new window/tab by means of target="_blank" the cursor will be offset by about 150 pixels to the south from where it actually interacts with hovered over or clicked objects.
This is consistently reproducible, eg. a small html file with
- <a href="https://docs.oracle.com/javase/8/docs/api/overview-summary.html" target="_blank">TEST1</a>
- <a href="https://www.w3schools.com" target="_blank">TEST2</a>
or almost any other target site.
I'm on Win10 with Vivaldi 1.14.1077.45 (Stable channel) (32-bit)
Strict Site Isolation is enabled (is that still recommended?)
All extensions being disabled shows no change in behavior.
Any help or insight would be appreciated.
A already reported bug in the 1.14 Stable, which is fixed in latest Snapshot 1.15 already.
