Manually Muted Tabs Should Never Automatically Unmute
Switching to a muted tab will always un-mute it with the "Prioritize Active Tab" and "Play Only in Active Tab" audio settings. This is completely wrong. If I muted a tab, it's because I want it muted until I say otherwise.

@LonM First off, that is NOT prioritize active tab's job or even play only active tab. Those should be about muting inactive tabs. Always unmuting when I activate a tab is hugely annoying.
@pesala The unmuting does not seem to happen with the "Play all audio" setting. I will clarify my post.
