Flash player does not show up in settings/website/plugins

I have Vivaldi 1.14.1077.41 (64 bit) installed.
In order to watch news website videos I have to completely close Vivaldi and reopen the browser. Sometimes this works and sometimes it does not.
Several times now I have totally reinstalled flash player and sometimes the videos will play immediately afterwards and sometimes they do not.
I looked through the forums and several times I saw to go to settings/website/plugins and set flash player there.
THERE IS NO FLASH PLAYER SETTINGS IN MY SETTINGS/WEBSITE/PLUGINS and I can find NOTHING that shows HOW to get it to appear there. The ONLY things showing in my plugins section is – enable internal PDF viewer – and – enable widevine plugin.
I HAVE adjusted my page settings to always allow flash player but if it is not there then it cannot work.
Is there some way to get the flash player plugin to show in my settings/webpage/plugins section?

@tony001 Those threads are probably out of date now. Click on the URL badge, and set Flash to "Always allow on this site."

I have "allowed" flash and also verified I have the latest version. But I still have trouble playing videos.
And doesn't work even if I restart Vivaldi. -
I have enabled flash too (I have been using Chrome for so many years.. )

@vijaysrao There is a good reason why autoplay of Flash is disabled. Sites like those that you linked to are hazardous. If you must you can allow Flash on such sites, but make sure you use good malware tools to protect yourself.

@pesala Thank you for your response. I do that every time I try to get a news site video to play and it always shows that flash is allowed. But the ONLY way I can ever get flash to play on news sites is to close vivaldi and reopen it again and go right to the news site and click on the video. Sometimes that works and sometime it does not work. But there SHOULD be some way to get those videos to always play.

@tony001 Flash will disappear in 2 years, it's already dying, a route they started some time ago and will end in 2020. At some point no browser will support flash anymore. Start to get used to the fact you'll have to make do without it. It will be hard but it's forcedly pushed out of web from now on.
