Navigate Bookmark Bar with Keyboard

Once a Bookmarks Bar Folder is given focus with the mouse, one can navigate that folder with the cursor keys, or with Access Keys.

However, one cannot navigate between Bookmark Bar folders without using the mouse again, and one cannot give initial focus to the Bookmarks Bar using the keyboard.
