In pop-ups: title text overlaps the minimize/maximize/close-buttons

The title text of a pop-up window overlaps the the minimize/maximize/close-buttons when you have a very narrow pop-up window (or a very long page title ). This only happens with pop-up-like windows without an address bar, e.g. the settings window (as you can see below). I found this in 1.13.1008.40 (32-bit) on Windows but it's reproducible on Linux (64-bit) as well.
It's not a major issue since the buttons are still accessible. Just a cosmetic detail.
Yes, but in this case you have to make settings window so small, you can not read the settings at the right anymore. But why should someone do this?

Larger Minimum Size of Settings Dialogue
Anything less than about 580 x 640 pixels is not much use.
The dialogue should at least remember its size.

of course the settings windows it's just an immediate example, but any popup window if stretched too much shows the overlapping buttons on title problem.

The screen is 1280x1024.
