win7 32 bit, same snapshot 1.13.1008.21 but it doesn't play normally for me either, BUT if I enter dev tools (F12), docked on the right or bottom, and reload the page, it plays.
It says in console:Cross-origin plugin content from must have a visible size larger than 400 x 300 pixels, or it will be blocked. Invisible content is always blocked.
21098:1 Cross-origin plugin content from http://connect.soundcloud.com/soundmanager2/soundmanager2_flash9.swf must have a visible size larger than 400 x 300 pixels, or it will be blocked. Invisible content is always blocked.Sounds to me that flash is blocked in some way here unless I enter the dev tools and the screen gets resized.

@gwen-dragon ok thanks, I would have reported it myself if confirmed in here. Please add the infos for working it around from my post if needed to understand the problem.

settings/webpages flash: always blocked
site settings on www.solidsteel.net: flash always blocked
site settings on connect.soundcloud.com: flash always blocked
to block the linked external player
http://connect.soundcloud.com/soundmanager2/soundmanager2_flash9.swf
no sound is played.
went to C:\Windows\System32\Macromed\Flash\
renamed all *.dll to *.dlx
restarted vivaldi, it plays. By completely removing flash the site serves HTML5
if it's installed, no way for me to block it. -
It seems like the settings for flash are not really respected

this site uses flash to play videos, I have disabled (always block) flash as said above, but the video is playing anyway.
I have to manually rename the dlls to not let Vivaldi find them to actually get the flash warning in the video "plugin not supported". -
I can confirm on Win7.
solidsteel.net doesn't play sound, but only if I rename pepflashplayer32_26_0_0_137.dll in C:\Windows\SysWOW64\Macromed\Flash directory, it works.

Video plays in flash even if it's blocked by site settings. If I rename file above - plugin not supported. -
