option to startup with a "blank page" instead of a "start page"
Please return the option to startup browser with a "blank page" instead of a "start page" or any other starting pages listed.

You can already do this. Set Vivaldi to startup with specific page and input
Per Vivaldi 1.13.971.8 (Official Build) snapshot (64-bit), setting directly "Startup with" to about:blank doesn't work. I don't know if that's ever work.
Set "Homepage" to about:blank, then set "Startup with" to Homepage. Round around.
So, the request kinda OK.
What's wrong is, there's already designated current Feature Request thread.
@dleon That's not true, it works with specific page. Input about:blank, hit add, then delete the http:// that appears automatically and all is fine. And a feature request isn't needed, since this feature already exists.
I see, so that's the trick.
If anything, they should fix the automatic addition of http:// which should not apply if the content starts with "about:" "chrome:" "vivaldi:" "file:" and others
