Audio link on a website is not being played

I recently downloaded Vivaldi browser on my Mac. I tried to access this page and play the audio but it did not work. When I used the same link on another browser it worked just fine. Can you please suggest if something is wrong with my browser settings or it's Vivaldi browser issue?
The audio is HTML5 player and MP3.
Works with 1.12 Stable on Windows 10.
Can your please tell us the output of vivaldi://gpu section "Graphics Feature Status" for a check if on you Mac the audio/video decoding/acceleration is on?
This is my current set up. Can you please see and advise.
You settings look ok.
Can you play the audio http://ieltsliz.com/wp-content/uploads/2014/10/Museum-visit.mp3?_=1 directly?
No the play button is greyed out.
Does a video on demo.castlabs.com play?
Yes this video is being played properly.
Please tell me more about your Mac OSX.
The audio has AAC encoding.
I will check in Vivaldi bugtracker if there is something.
Yes. With sound it is perfectly played.
@gwen-dragon Mac OS is Mc OS Sierra version 10.12.6
Internal testers said that their Macs cant play this audio format with system codecs, and Vivaldi uses the system codecs.
Safari and Firefox fail, too.
It is a Apple problem, can not be solved by Vivaldi.
A tester said, that the webmasters should use .mp4 filetype ending.
Thanks for letting me know. I will surely inform the website about the formats. However just for information, I tested the same link with Safari, Firefox, Opera, none of them worked. But when I opened it on a browser called Yandex, it worked smooth. I am not a tech guy so by your explanation it to be an apple problem I thought none of the browsers should be able to play it unless file format is changed but somehow Yandex is doing it.

I do not know what Yandex browser does, perhaps it has special builtin.

I thought that playing such audio needs decoding software which are installed on Mac. And some browsers have builtins or can handle bad served data.
Sorry, i am a Linux and Windows geek, Macs are mostly comparable to Linux, but i am not a Apple techie.
Thanks alot Gwen. I will write to the site admins for the correct audio files usable on Mac soon.
Appreciate your help.
I will write to the site admins
If they have problems how to fix it, they can ask here.
@arifjamal101 Just to (hopefully) clarify the issue a bit more, the web site is basically telling the browser to play an "mp3" audio file but when you look at the actual file contents, it's encoded as a mp4a / MPEG AAC Audio file, a completely different format. (i.e. the playback failed because the macOS mp3 decoder couldn't play an mp4 audio file.)
If you download the audio file and rename it to
Museum-visit.mp4it will play just fine with QuickTime or even with Vivaldi.
