Hi guys,
I wanted to know if there is any scope for the smooth scroll to come in Vivaldi. It can be enabled (same as chrome) via the Flags page:
vivaldi://flags
However (same as chrome) this only works on Linux, currently.
However, you can install a chrome extension.
I've extensively used most smooth scrolling extensions available, and can vouch for "Chromium Wheel Smooth Scroller", available on the Chrome Web Store at this link.
Extensions must be managed via:
vivaldi://extensions
Once you have it setup how you like, you're off to the races. I've tested it and it works fine in Vivaldi (so far).

I've had some issues with Chromium Wheel Smooth Scroller (and most of the other smooth scroll extensions) in Vivaldi - specifically it had problems with scrolling through certain popup menus and lists. The best smooth scrolling extension I've found so far is a simple one called Scroller, made actually for Opera, not Chromium. See my thread about it on info how to install it if you're interested.

I tried Scroller. For some reason, it didn't actually seem to do anything detectable on my system at all.
