Vivaldi ignores my fontconfig settings

I've got my local.conf set to disable antialiasing and use internal bitmaps for fonts less than 18 pixels high. Since 1.11.917.39 that has been ignored. I thought momentarily that Vivaldi was shipping an internal Liberation v2, which lacks the bitmaps that v1 had, but the Microsoft fonts don't render correctly either.
Google Chrome 60.0.3112.101 renders everything fine. -
Current (1.12.953.8) snapshot is an improvement, but still disregards my autohint setting (false for foundried fonts, true for all others).

[experiments with autohint and hintstyle settings as should have done in the first place] On second thought, autohint is probably not ignored — autohinting on makes for far more misshapen characters, and the current misrendering is single-dot misplacement level stuff.

@gwen-dragon [the curtain is lowered for 8 days to denote the passage of a week] Yes, setting FREETYPE_PROPERTIES gives correct results in both stable and snapshot.
