If I can do this in Firefox to open Bing:
C:\Program Files (x86)\Mozilla Firefox\firefox.exe www.bing.comWhy can't I do this in Vivaldi 1.11.915.3, my favorite browser?:
C:\Users\NE1I\AppData\Local\Vivaldi\Application\vivaldi.exe www.bing.comDitto for local HTML files. Please advise.

I just tried it and it seems to work for me. You might need to prepend
file:///C:/
onto the front of fully qualified local html filepaths though. -
Look here to see what switches vivaldi can use. Well, some need chrome/chromium, but common ones could work.
Try appending
--new-window=www.bing.com
after vivaldi.exe ... maybe will work.
Maybe could work even for local files--new-window=file:///C:/full/path/of/the/file/local.html
but I'm not really sure. -
