Sluggish while in foreground

Hi i have a new laptop with all the bloatware removed.
16 gig ram
windows 10 64
(plugged in high performance mode)
Vivaldi 1.10.867.46 (Stable channel) (32-bit)
User Agent Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.112 Safari/537.36 Vivaldi/1.91.867.46
i have a curios issue.
When vivaldi is in the foreground the framerate/ performance is very "laggy" fr the lag of a better word. Even typing this it freezes up every 2-3 words(then catches up). Scrolling webpages is also very sluggish and unresponsive.
However. When i have another window in the front and hover over vivaldi and scroll it goes butter smooth. (eg task manager or explorer window or spotify.)
if more detail is needed i can make a screen capture of this behaviour.

Hi, I am not a windows user but read combination of Intel IGPU and Nvidia give sometimes problems.
Try to switch hardware acceleration off.
It is may possible to force Vivaldi to use Nvidia in driver tools.
