You need some codecs to play videos.
Install these from Microsoft:
- Windows Media Player
- Windows Media Feature Pack

I have simillar problem my system is Windows 10 N.
I installed Windows media feature pack but it's still not working.
My problem exists on facebook videos, i have latest flash player installed.
Same video is working on Chrome.

I am noticing that from a couple of updates of current 1.10 snapshots, many web players fail when they did not in the past for me. Not only this https://www.watchcartoononline.io/ linked above, but also https://www.liveleak.com/ play for some second then break abruptly saying "media not supported" or "Media playback aborted due to corruption".
I blame JW Player and others buggy players, because if I play the video at
using the html5 player and right click "open video in new tab", it plays flawlessly.
I'm on win7 32bit and no codec problem at all, btw. Enabling/disabling HW video rendering doesn't change anything, already tried. Playing the mp4s/webm directly has no problem, when playing inside those custom players they fail constantly.
doesn't play more than one second for me, unless I let it buffer before playing.
I know it's a shot in the dark but I've made a report anyway

@iAN-CooG hi i did try your link https://www.liveleak.com/view?i=27b_1497261981 and for me it works fine for me to Pause, rewind, or fast-forward and so on so maybe the reason you and i have problems with playing videos on specific website is because we Haven't resolve a specific Critical or error problems in event viewer as it would be interesting to se if the same problem occurring on a pc that doesn't have Critical or error problems in event viewer
For me the Liveleaks Video fails after 2 seconds (buffered or not) with

For other sites i have similar experiences (stops after some seconds, after moving in the video, ...) from time to time it works after reload (no at liveleak thou).
Major annoyance for me.
@JanS. That is a bug in the video player on their site.
Please report it to the webmasters of the page.
@Gwen-Dragon it's not a problem in any other browser, this excuse is getting outdated already. vivaldi is the only one not working.
On other Websides a video stops after a couple of seconds (normally will work after a reload) - but it will not stop if i have dragonfly ehh the developer thingy open..
Still on other sides i can not skip / change the slider as the video will stop.. a bit disappointing
Works fine with Chrome or .. thou.
