Vivaldi on Devuan
Does Vivaldi have any systemd hooks which would prevent it running on Devuan?

No. Basically Vivaldi package didn't change any system related except placing link for deb source, cron check plus a config in /etc/default.
You need to create your self if you want it.
Things intrigue me:
- Why you want to do that? Prevent running Vivaldi with systemd.
- I though Devuan was planned/built as systemd free. Hence the long fight about it.
I was asking if Vivaldi -required- systemd. Wanted to know before trying it on soon-to-be-installed Devuan.
apt-cache rdepends systemd | grep -i vivaldi
Cant see any dependecies with Vivaldi.

I've been running Vivaldi on a Devuan-based system for several months now. No problems.
(Although my system was migrated from Debian, not a clean Devuan install, so I might have some residual stuff that I'm not aware of.)
Sounds good to me.
