Weird bug (with accented character in URL)

Can anyone try to open this on Vivaldi browser? - http://www.meteo.pl/um/php/meteorogram_list.php?ntype=0u&row=466&col=232&lang=pl&cname=Krakw
This is weather meteorogram from meteo.pl. I have this in my bookmarks for years and I'm using it everyday to check weather on chrome but I can't open it in Vivaldi.
Fails to open in Vivaldi 1.9 Stable.
But opens in 1.10 Snapshot.
Reported as bug: VB-28030 "URL fails to open in Stable"
The URL you mention may have wrong encoding.
Krakw seems to be Krako%F3w – but you need Kraków.
This http://www.meteo.pl/um/php/meteorogram_list.php?ntype=0u&row=466&col=232&lang=pl&cname=Kraków works in Stable 1.9!

yep confirmed fixed in 1.10 snapshot, it was a problem in parsing urls with encoded chars higher than %7f (in this case there's a %f3)

Thank you. Yesterday I tried reinstalling, deleting AppData folder, checking extensions but it didn't help. It was weird because after opening this link vivaldi kind of stopped responding and only thing I could do was to restart.
